Why is S42 of the Internal Security Act (“ISA”) still on the statute books? The section will appear in full in the next post. This section says that no person shall be admitted to NUS, Singapore Poly, Ngee Ann Poly or other gazetted institutions of higher learning unless a certificate of suitability for admission has been issued for him. The refusal of the Ministar to issue a certificate of suitability is final and cannot be called into question in a Court of Law!

Strangely, this certificate is not required for persons “ordinarily resident outside Singapore” ie. FOREIGNERS whose admission is recommended by any person or body designated by the Ministar for education.

The purpose of S42 of the ISA is to keep Sinkie peasants and their children dumb and therefore more likely to vote for the PAP while subsidising foreigners' tertiary education with Sinkie taxpayers' money? OMG, what kind of crap government is this!
