I don't know which place he is talking about exactly, but my previous post describes how to find at least ONE of thees places near NPK street. There are quite a few of these bia oms (as locals call them) on Tran Quang Khai street (that is a street which intersects with NPK). If you travel the length of that TQK street you will spot them if you look for the descriptions he and I mentioned. Motorbikes parked inside with maybe just a desk in the back somewhere, usually with pink or some colored light. The action is located upstairs. There seem to be some also on Vo Thi Sau near NPK street. An Duong vuong in district 5 has lots of them, also side streets off of it such as Le Hong Phong, and Nguyen Trai near there has some. Also a few together on Nguyen Bieu between Nguyen Trai and Tran Hung Dao. And not to forget Tran Hung Dao itself, starting at Nguyen Van Cuu street and beyond in D5. Fortune at 700 THD is a famous one (and high end). I am not a bia om guy, so this is just what I have noticed while driving around. Some here actually go to these places and know the scene far better than me.
I realize people feel nervous about it, but I think if you rent a bike in the backpacker district for a cheap per day price, that's the best way to go explore. So much more flexibility than taxi or walking. The place renting those out seem to only require that you have 2 arms, 2 legs and a head. The only paper they want is money.
