Most choppers are operational ..

And not to insult PH, but .. in PH, funding is directly balanced - i.e. the Customs revenue goes to School Funding, Airport Tax collection goes to rebuilding Mindanao, Petrol tax goes to fixing airport leak, and sales tax on vegetable (for example) goes to paying building of new road in some island and airline paying for landing fee goes to fixing broken electicity lines etc .. OFW collection goes to fixing Senators lunch room and entertainment fund .. and like that ..

So it is a complicated mess that is woven, so much so, if the 'payee' has less profit or collection, the beneficiary gets lost out ..

And when the PAF's payee, for example, is walloving in money, PAF gets to fix the planes and get spares, and when the payee is not reaching collection target PAF grounds their planes and wait for the 'sunny days'

Same for the Coast Guard, Police, and all.

Heck, even recently when the USS Guardian ran aground, one too many senator gleefully asked that the penalty be increased to 1 billion peso from the 40 million peso fine, so that the Coast Guard can buy new kit and also pay staff better pays .. and it is a golden opportunity, as after all, the US Govt can pay - di ba ?

Comical but it is true ..

Hence my reminder to self, when in PH, refrain from telling natives how the system is so broken, and how it can be fixed, as many natives believe the senators / congressmen and all cannot be wrong - after all, why else would Some power houses like Marcos, JPE, Singson (even after the Junior Singson was caught with drugs in HK) and their croneis be voted in consistantly ?
